Material and planning conducted by Lee Webb and James Rowan for a potential book by this title. The book was meant to be a policy guide for activists at the state and local government working toward social change. However, due to a misunderstanding between the publisher and the authors, the book was not completed. The articles compiled and the work completed is filed in Box 56, Folders 2-4.
