Project described in introduction as "an effort by a number of Vermonters to prepare a set of programmatic position papers on the problems of Vermont and the specific recommendations for change." Lee Webb was the general editor, and the papers on the following topics outlined: economy, health care and medicine, housing, education, the legal system, state and local government, taxes, jobs, tourism and land development, agriculture, electric utilities, transportation, labor and working conditions, and an alternative budget.
